Review by Accountable Authority

I am pleased to present the 2019–20 Annual Report for the North Queensland Water Infrastructure Authority (the Authority).

The report outlines the North Queensland Water Infrastructure Authority’s operations from 1 July 2019, to 30 June 2020 as an executive agency supporting the Australian Government’s vision for the development of northern Queensland through priority water infrastructure projects.

I was honoured to be appointed as the ongoing Chief Executive Officer for the Authority on 3 June 2020, and look forward to progressing water infrastructure projects for the communities of North Queensland.

For the 2019–20 period, the Authority continued to focus on developing itself as a viable, credible entity, and to forging strong relationships with government and non-government stakeholders to ensure the remit and purpose of the Authority is clearly communicated. As the Authority’s projects are largely located in remote rural areas, developing solid working relationships with regional stakeholders at all levels has been a high priority.

In 2019–20, the Authority:

  • Recruited an ongoing CEO and Canberra based support staff,
  • Progressed arrangements for North Queensland based accommodation and staff,
  • Oversaw the completion of the Hughenden Irrigation Scheme feasibility study,
  • Oversaw the commencement of the Hells Gates Dam (incl Big Rocks Weir) detailed business case,
  • Commissioned research as necessary to support policy advice to Government, including geotechnical, groundwater and best practice irrigation studies,
  • Commenced the Western Queensland Irrigation and Agriculture Assessment.

This work was supported by significant effort directed toward the development of strong working relationships with North Queensland based stakeholders, including through participation in stakeholder meetings within North Queensland, hosting of workshops, and engagement with Queensland Government officials.

Kind regards

Richard McLoughlin
Chief Executive Officer
